Real Change from Spare Change was launched Nov. 8 2007 by the Chapel Hill Downtown Partnership in an effort to control panhandling downtown. The purpose of the program is to educate those in need instead of giving them money on the streets. Funds collected through the program go to the Street Outreach Program, which sponsors one or two social workers to go out into the street to fulfill panhandlers’ needs directly.
