Carrboro Aldermen talk lingering, tethering

The Carrboro Board of Aldermen discussed the revision of an anti-lingering ordinance Tuesday night that bans people from loitering at the corner of Jones Ferry Road and Davie Road.

The ordinance, which was passed in 2007, was recently challenged in a letter to the town that questioned the constitutionality of the rule. At the meeting, the board suggested using a staff person to monitor the area to prevent crime or making the area a no-stop zone for traffic.

The board also considered issuing an ordinance limiting hours that workers can be picked up. It will further consider the options at a meeting in November.

The board unanimously approved an anti-tethering law that would prevent people from tying their dogs to a stationary object. The issue came to the board’s attention when a resident contacted the board with concerns about Carrboro’s lack of legislation to prevent animal cruelty.

“Let’s put the limitation on the employer instead of the employees,” said Mayor Mark Chilton on the option of a no-stop zone. He said the no-stop zone would restrict trucks from stopping at the corner and picking up workers.

“I have seen the dogs tied in junk yards and it is absolutely heart breaking,” said Alderwoman Jaquelyn Gist on the anti-tethering law.
