Citizen Panel Good Idea, but Use Caution

Imagine a bunch of elected representatives getting together to maximize their chances of getting re-elected next time around.But the focus isn't on serving their constituents. It's on drawing their districts along party lines.This could be the case if the N.C. Senate and House committees continue to control the redistricting process.Bills were introduced in the General Assembly last week to keep that from happening by instituting an independent redistricting commission.It's a much-needed idea in theory. This state is notorious for legislators' gerrymandering of the 1990 districts.

TO THE EDITOR:After reading Linda Chupkowski's column in your Feb. 19 issue, I feel I need to bring something to her attention. She wrote that "Racism ... only occurs when white people, consciously or unconsciously, discriminate against people of color." TO THE EDITOR:I sincerely hope that everyone was as offended by Matt Dees' March 5 Viewpoints column as I was. Despite the fact that Michael Songer's platform was defeated not once, but twice, Dees suggested that CAA President-elect Reid Chaney ought to abandon his own platform and adopt Songer's. Why hold elections at all? Why not just let the editor of The Daily Tar Heel select student body officers? It is because, as we've seen this year, the opinion of the DTH editorial board does not necessarily reflect the opinion of student voters.

Group Will Work To Restructure Students' Tests

Local parents who feel high-stakes testing procedures are not indicative of their children's abilities are organizing to propose a different approach.The group, Advocates for Testing Alternatives, has worked with organizations like N.C. Citizens for Democratic Schools to develop a multifaceted testing procedure platform. The proposal would offer alternative means for determining students' retention or promotion to the next grade level.Kathie Guild, a member of the ATA, said the group's main problem is the exclusive use of end-of-grade test scores as criteria for evaluation.

Renovations to Close Joyner

Joyner Residence Hall will close the next academic school year to undergo renovations as part of a 10-year plan to renovate all campus housing. State-mandated sprinkler systems, electricity and fire alarm upgrades, and drop ceilings to cover exposed pipes will be installed in Joyner during the next school year. Officials say the closing of Joyner is not expected to cause any problems with housing students next year."Joyner has 172 beds," said Rebecca Casey, assistant director of marketing for the housing department.

DURHAM -- Health care professionals met Monday at Duke University's West Union to discuss ways that President Bush's controversial faith-based initiative could be put into action. "Faith in the Future: Religion, Aging and Healthcare in the 21st Century" was held Sunday and Monday. Health issues explored included those concerning the elderly in America.Bush's faith-based initiative would provide funds to religious groups to subsidize their charitable endeavors, including health care.

Amid an atmosphere of fellowship and friendship, an international hero shared his personal miracle to members of the Fellowship of Christian Athletes on Monday.Clarke Bynum addressed the role of God in his heroic act of saving a British Airways flight from a terrorist attack last December to a crowd of about 100 in the Kenan Field House.Bynum was on his way to Uganda on a two-week missionary trip. 15 IDC Counselors Ready for April Start Date
