Local Man Nabbed for Drug Sale The teenager was arrested for possessing and selling cocaine after his parole officer requested a search. By Chris Blow Staff Writer A Chapel Hill man under house arrest for previous drug charges was arrested Thursday for selling and possessing cocaine in his home. Chapel Hill police arrested Arthur Chance Partlow, 18, of B-2 Chase Park at 10:14 p.m.

Foreign Students May See More Restrictions

University officials are concerned international students will face more stringent restrictions in the wake of recent terrorist attacks and the possible conflict in the Middle East. One proposal already before the federal government requires foreign students to pay a $95 fee, which would finance a national system to gather information and track students from foreign countries while in U.S. territory. In the proposal, the Immigration and Naturalization Service could contact any foreign student who drops out of school.

Graduate students in the Kenan-Flagler Business School are taking textbook skills out of the classroom, and local companies are reaping the benefits. The Kenan-Flagler Practicum Program, an option for second-year Master of Business Administration students, pairs teams of students with Triangle companies to create a mutually beneficial relationship. The students in the program work closely with the businesses to help them reach specific goals.

Fishing to Continue at University Lake

Officials have announced that fishing will continue at University Lake despite efforts by People for the Ethical Treatment of Animals to ban the practice. The Orange Water and Sewer Authority Board of Directors decided at its regular business meeting Sept. 13 not to change its policy on fishing at University Lake. And OWASA board members and PETA protesters say the issue has lost salience in light of the recent terrorist attacks against the United States.

Group to Analyze LGBT Needs

UNC administrators recently gave the planning committee for a Lesbian, Gay, Bisexual and Transgender student resource center the green light to begin researching LGBT needs. Provost Robert Shelton will be the committee's point man until decisions are made about further action. "(The resource center) has been formally constituted," Shelton said. "I'm very optimistic to figure out what we should do." Shelton said members were chosen for the planning committee after he received input from faculty and student leaders in active communication with him.

Little Things Help UNC's Offense

Sixty-nine yards rushing. Sure, it's not much, but North Carolina will take it. In Saturday's game against then-No. 6 Florida State, North Carolina's tailbacks were only able to pick up 69 rushing yards in 41 carries, but no one really cared. The North Carolina 41, Florida State 9 seemed to overshadow it all. There were other little things that UNC's offense did that it hadn't done before. Kept the quarterback safe. Gave him time. Created holes for the tailbacks. Held onto the ball. Didn't make stupid mental errors.

N.Y. Officials Suggest Aid In Form of Scholarships

Two recent proposals aim to extend college financial relief to the families of victims hurt or killed in the this month's terrorist attacks. Proposals by financial institutions and Gov. George Pataki of New York intend to provide scholarships and loan extensions to those directly affected. Work on both proposals began immediately after the tragedy when President Bush designated all five boroughs of New York City eligible for national disaster assistance.

New Post Aims to Up Security

President Bush announced Thursday evening the creation of the Office of Homeland Security to improve security nationwide, but the new position may come under fire in the future. The Cabinet-level office will coordinate the FBI, CIA and 40 other federal bureaus to protect the United States from future terrorist attacks. Bush appointed Tom Ridge, Pennsylvania's Republican governor, to oversee the office.

UNC: Bill Will Arrive This Week

According to a letter sent by University officials, UNC students soon will have full mailboxes and comparatively lighter wallets. The letter, written by Vice Chancellor for Finance and Administration Nancy Suttenfield, was sent to all UNC students and explained that students should expect to receive two more tuition bills before the end of the semester -- the first of which accompanied the letter.

Damage Will Be Fixed Before ECU Game

Department of Athletics officials say that damage caused in the celebration following North Carolina's Saturday football victory will be fixed before the Tar Heel's next home game Oct. 6. The most serious problem in and around Kenan Stadium is a goalpost that was torn down by students who rushed the field after UNC's upset of Florida State University, said Mike Bunting, director of Kenan Stadium and football facilities. But Bunting said the cost of fixing the post was less than it might have been because students did not uproot the goalpost completely.

With the world on the brink of war, what more could placate our anxiety than listening to John Lennon's "Imagine" or Cat Steven's "Peace Train"? Lennon says, "Imagine all the people living life in peace." Correct me if I'm wrong here, but that would be good, right? Stevens goes even further with his emotions, saying, "Why must we go on hating/Why can't we live in bliss?" Living in bliss ... hmmm. I could see where that would be a problem.

UNC No Stranger to War Efforts

As the nation prepares for the possibility of war, University officials are speculating about UNC's contribution to the war effort and are ready to offer support as the University has done during past conflicts. But officials say it's too early to know how similar the University's role will be to the one it assumed in previous wars, when UNC was called upon to offer assistance such as research contributions and professors' expert advice.

Pundits: Dole to Face Trials in Senate Run

After several weeks of speculation, former presidential candidate and N.C. native Elizabeth Dole has announced that she will seek the U.S. Senate seat vacated by Jesse Helms. Dole, who also is a former president of the American Red Cross, will be running against Richard Vinroot and Ada Fisher for the GOP nomination. On the Democratic side, the only two candidates to announce their decision to run are Rep. Dan Blue, D-Wake, and N.C. Secretary of State Elaine Marshall.

Lineup Changes Pay Off for Field Hockey

Kent State did more than defeat North Carolina 5-4 in overtime on Saturday. The Golden Flashes' five goals -- the most the Tar Heels have allowed since surrendering six to Wake Forest in 1999 -- forced UNC coach Karen Shelton to alter her lineup for Sunday's contest against James Madison. Shelton moved seniors Abby Martin and Carrie Lingo into the backfield, joining Susan Hayes and Alison Stewart. Martin replaced freshman Carey Fetting-Smith at sweeper, where Martin played her junior year.

LGBT Rally Organizers React to Ad

An allegedly false Campus Calendar announcement that appeared in The Daily Tar Heel on Monday has spurred several groups on campus to stage a gay pride rally. After several Lesbian, Gay, Bisexual and Transgender groups on campus determined that an announcement submitted via the DTH's Web site likely was a prank, the groups decided to hold a march matching the announcement, which described a "gay pride march on UNC."
