Proposal Aims to Restrict Student Visas

Fears that terrorists might use student visas to enter the United States have led to the introduction of legislation aimed at restricting visa availability. Sen. Dianne Feinstein, D-Calif., recently announced plans to present legislation restricting student visas. In a Sept. 27 press release, Feinstein outlined her proposal calling for a "six-month moratorium on foreign student visas, funding for the (Immigration and Naturalization Service's) foreign student electronic tracking system and new admission procedures."

Senate Approves Campus Construction Projects

In an annual process, the Senate gave a unanimous go-ahead to funding use for more campus construction. Each year many of the universities in the UNC system put in their proposals for construction projects to be endorsed by the UNC-system Board of Governors. If the projects are approved by the BOG, they then become non-appropriation bills that go before the General Assembly. The non-appropriations bill will allow the UNC system to use the money provided by fees and donations for improvements in the absence of tax funds. The Senate passed the non-appropriations bill by a 45-to-0

Security Increases at N.C. Legislature

The N.C. General Assembly is continuing efforts to increase security at the Legislative Building by remodeling the structure and increasing police presence, although funding for large-scale safety measures has not yet been discussed. The Secret Service issued a report in April offering 140 recommendations for improvement. The legislature's security came under increased scrutiny after Tuesday's terrorist attacks on the World Trade Center and the Pentagon. There was also a bomb threat at the N.C. Legislative Building on Aug. 27.
