Local Man Nabbed for Drug Sale

A Chapel Hill man under house arrest for previous drug charges was arrested Thursday for selling and possessing cocaine in his home.

Chapel Hill police arrested Arthur Chance Partlow, 18, of B-2 Chase Park at 10:14 p.m.

Partlow was charged with one count of felony possession with intent to sell cocaine and one count of felony maintaining a dwelling to store or sell a controlled substance, reports state.

The charges were filed after police conducted a routine search of Partlow's apartment, reports state.

Police reports also state that Partlow's parole officer requested the search, conducted with the help of two Chapel Hill narcotics investigators.

Chapel Hill Investigator Donald Bradley said the conditions of Partlow's probation included a search of his home at the discretion of his parole officer. He also said that searches of drug offenders' homes are usually conducted at least once during the parole period.

"(The search) was definitely not a surprise," Bradley said.

Bradley said Partlow was under house arrest for past drug-related crimes and was required to wear an electronic armband that monitors when he leaves his residence.

Bradley also said that while there was an increase in repeat offenders, drug-related crimes are decreasing in Chapel Hill.

"(The police) have been seeing a lot of drug offenders on probation becoming repeat offenders," he said.

Partlow was taken to the Orange County Jail under a secured $5,000 bond. His court date is scheduled for Sept. 21.
