The Chapel Hill Town Council said at a public hearing Monday that its Office/Institutional-4 zoning district hinders the town and University's ability to work together.
The University is a valuable asset to the town, and the town is a valuable asset to the University, said Ruby Sinreich, a member of the Town Planning Board and the Horace Williams Citizens Committee.
