What is an NCD? Designation criteria
  • Area must contain a minimum of one block face
  • Area must have been developed for at least 25 years.
  • At least 75 percent of the area in the district would be improved.
  • The area must possess one or more distinctive features that create an identifiable setting. The full list can be viewed at www.ci.chapel-hill.nc.us/index.asp?NID=144#Purpose Zoning Standards
  • NCDs are overlays to the area's regular zoning district and must be within the general use districts.
  • In the instance of conflict between the general use district and the NCD, the NCD standards will win.
  • The area is designated by the base zone symbol with the overlay district symbol (CD) as a suffix. Design Standards NCD standards will address:
  • building height
  • building size
  • lot size, coverage
  • front and side yard setbacks
  • off-street parking and loading requirements
  • roof line and pitch
  • paving and hardscape covering Design Standards
  • The process can be initiated by Town Council members, owners representing 51 percent of the land or property owners in the district.
  • The planning board drafts the plan complete with maps and design standards, and all property owners within the district limits may participate in the process. Contact the City Editor at citydesk@unc.edu.
