Paul Eugene Herbert, 58, of 100 W. Rosemary St., was arrested at 2:58 p.m. Tuesday after he was found littering on the Duke Power right of way, reports state.
Herbert was cited and released and is scheduled to appear in District Criminal Court on April 2, reports state.
