Tom Carter, from Florida, fixes his sleeping bags on top of his wheelchair. Carter has been homeless in Chapel Hill for 8 months waiting for orthopedic surgery at UNC hospitals. He injured his leg riding his bicycle 2 years ago. Carter will find out tomorrow when his surgery will be. "Hopefully UNC will fix me up if I don't die or freeze out here first."
