Demonstrators gather at the Peace and Justice Plaza for a rally hosted by the Community Empowerment Fund to call for affordable housing meaures to accommodate people that fall at or below 30% AMI, or area media income, of the area on Friday, Nov. 1, 2019. The Department of Housing and Urban Development considers people that make less than 30% of median income as "extremely low-income," and CEF organizers this population is underserved.
