Commissioners Elect New Leadership

The Orange County Board of Commissioners voted at its Monday night meeting for a new chairwoman and vice chairwoman, selecting Margaret Brown and Alice Gordon for the posts. But first, recently re-elected Commissioners Steve Halkiotis, Gordon, and Barry Jacobs were sworn into their new terms of office. No new commissioners were elected this year. "This is the only time that I will do what my child tells me," said Steve Halkiotis with a laugh before he was sworn into his fifth term of office by his daughter, Kristen Halkiotis, a second-year N.C.

County Officials Discuss Land Issues

The Orange County Board of Commissioners spent the majority of its Monday night meeting, viewing and discussing a series of presentations by the Environmental and Resource Conservation Department. The board lingered on the request by the Town of Carrboro for an allocation of $750,000 to purchase the Adams Tract, a 29-acre piece of land on Bolin Creek. The Adams Tract is a privately owned property located on Estes Drive, adjacent to Wilson Park in northern Carrboro.

Buffer Zones Breed Controversy

At a Chapel Hill Town Council meeting Monday that brought nearly 60 residents out to discuss various land-use management issues, many opinions surfaced about the resource conservation district. The third draft of the ordinance extends the RCD to 150 feet away from streams, creating a buffer zone that allows no development within that distance from a stream. Town residents are divided into two opposing extremes on this issue.

Tranquilizer Abuse Seems to Be Rare

A recent arrest in Carrboro involving the animal tranquilizer ketamine -- which has been used nationally for recreational purposes -- seems to be an isolated incident, not an indication of a larger problem in the area. Carrboro police arrested two men for an early morning breaking and entering of the Animal Hospital at 112 W. Main Street in Carrboro on Oct. 10. Lt. Jim Phillips said the men are suspected of attempting to steal the tranquilizer ketamine.

County Officials Discuss Mental Health

The Orange County Board of Commissioners met Wednesday night at the Southern Human Services Center in Chapel Hill for a work session on mental health reform. The way in which state-level decisions affect mental health care in Orange County was the subject of the meeting. North Carolina has been reforming the mental health care system across the state in response to the 1999 Supreme Court Olmstead decision.

County Unemployment Remains Low

North Carolina experienced an upturn in employment in August, with the unemployment rate dropping from 6.8 percent in July to August's rate of 6.3 percent. Orange County's unemployment rate was 3.3 percent in August, decidedly lower than the N.C. rate of 6.3 percent and the national rate, which was 5.7 percent. The county's unemployment rate is the 10th lowest of all 100 North Carolina counties. Incoming county Chamber of Commerce President Margaret Cannell is the former assistant director of the county's Economic Development Commission.
