Forum Aims to Inform on Consumer Scams

If a deal seems too good to be true, it probably is, and all consumers can deter crime through education, said the organizers of Scam Jam 2002. Scam Jam, a collaborative effort of government agencies and consumer organizations, presented on Thursday speakers who focused on education and strategies to prevent consumers from becoming victims of fraud and con artists. Primarily directed toward senior citizens, Scam Jam organizers and speakers wanted to enlighten the community about fraud and scam methods criminals use and to reduce victimization.

Aldermen Look to Add Office Building Near Carr Mill

The Carrboro Board of Aldermen met Tuesday to discuss converting a portion of a Carr Mill Mall parking lot into a three-story building. According to the meeting's agenda, N.R. Milian Associates, on behalf of Carr Mill Limited Partnership, submitted an application for a major modification to an existing conditional use permit. The property, located at 300 Roberson St., is now used by employees and patrons for parking, but the developers want to construct an office and retail building.

Police Announce Halloween Plans

The town of Chapel Hill and the police department have released their plans to prepare for the large crowd expected at this year's Halloween celebration. Officials say that traffic has always been a major issue surrounding Halloween and that the downtown lacks sufficient parking for the influx of people. Town officials have limited available parking for Oct. 31, prohibiting parking on streets in and near downtown Chapel Hill.

Officials Host Mental Health Forum

The Orange County Board of Commissioners hosted a forum Monday night to give officials, health care providers and residents an opportunity to offer their input on North Carolina's mental health reform plan. The forum's goal was to give the commissioners a chance to compile residents' interests and find key points to address or set as high priorities when drafting a proposal for the N.C. House of Representatives, the deadline for which is Jan. 1.

Festifall to Bring Fun, Tradition To Franklin St.

Downtown Chapel Hill will be engulfed in arts, crafts and entertainment Sunday as the Chapel Hill Parks and Recreation Department presents the 30th annual Festifall Arts and Crafts Street Fair. West Franklin Street will exhibit a variety of local arts, crafts and entertainment for everyone in the community. The festivities start at 1 p.m.

Officials Continue SAPFO Discussions

Town, county and school officials met Monday to discuss a timeline for implementing the Schools Adequate Public Facilities Ordinance. Orange County Commissioner Alice Gordon said two representatives each from Chapel Hill, Carrboro and Hillsborough and from the county and local school systems will meet today to address any remaining concerns and draft a final version of SAPFO. Each jurisdiction will be sent the final version for consideration.

Northside Requests No Duplexes

Northside community residents have been requesting that the Chapel Hill Town Council protect and preserve their neighborhood by prohibiting further development of duplexes in the area. As a result, the council is considering a clause in its development ordinance that would restrict the construction of duplexes and, according to Mark Chilton, executive director of EmPOWERment Inc., would increase building permit petitions to an average of one a week before the clause goes into effect.
